Begin by wiping up as much fluid as possible and then dispose of that in a regulated waste or biohazard bag. If some of the blood or fluid is on your gloves, take off the gloves, using one glove to remove the other and dispose of them in the biohazard bag. Put on a new pair of gloves, checking for any punctures or breaks. Then take the disinfecting solution and spray the rest of the spill, wipe it up to remove all visible traces. Then, remove the second pair of gloves and dispose of them. Spray down the entire surface and allow it to evaporate to finish the decontamination process.
